OC 7RISING LEAGUE RULES

 

Welcome to OC 7RISING LEAGUE, where teams compete in a structured, exciting, and fair competition to claim the championship. Below are the league format, rules, and policies to ensure a smooth and enjoyable experience for all players.

Overview:
  • When: Every Tuesday

  • Game 1: 5:45 PM - 6:45 PM (Kick-off at 5:45 PM sharp)

  • Game II: 6:45 PM - 7:45 PM (Kick-off at 6:40 PM sharp)

  • The league schedule is fixed and cannot be changed. If a game or match week is canceled due to bad weather, field closures, or emergencies, it will be rescheduled to the end of the season.

  • Games played 7v7 included goalkeepers

  • Each game will be 50 minutes long, with a 2- 5-minute rest in between.

  • Where: Huntington Beach Sports Complex (Field Tuft E)

  • Players must arrive 15 minutes before kick-off to checkin jersey numbers with the referee

  • The referee will start the game on schedule. Each team must have at least five players on the field to play. If a team fails to meet this requirement, the game will automatically be forfeited and result in lost for your team.

  • The Manager/Captain must inform the organizer and submit payment whenever a new player is added to the roster ($20/player for their first game).

  • Only registered players allowed to play (violated this rule will result in lost or - 1 points and void the game result.)

  • Fee: $10/Player/Game (included referee fee and field fee)​​

1/League Rule
Point System: 
  • Win (+3)

  • Draw (+2)

  • Lost (+1)

  • Violated Minus One Point Rules(-1)

  • Forfeit is a 1-0 win and 0 point.

Minus Point Rule(-1 point) off the total point for failing to execute 3 rules listed below:

  1. Goal set-up rules:

  • Two teams are scheduled to play on the first game (5:45 PM - 6:45 PM) must bring the goals on to the field at least 5 minutes before the game start. 

  • Two teams are scheduled to play on the second game (6 PM - 7:45 PM) must bring the goals off the field, set it face into the fence where the lock located before leaving the field.

  • Failing to follow the Goal set-up rules will result in -1 point. 

   2. FIELD RULES:

  • Do NOT jump the fence to enter or exit the field (will result in a yellow card).

  • No gum.

  • No spitting inside.

  • No food or drinks on the fields.

  • No hanging on the nets and goals. ($50 - $150 fine)

  • No parents/spectators on the field during game play/half time.

  • Failing to follow the Field rules will result in -1 point. 

  3. Balls Rules:

  • Every team must bring one play ball to the game (required ball size 5), or borrow it from the host and return it after the game.

  • If a ball is kicked into the parking lot someone from the team that kicked it out must retrieve the ball and return it to the staff member. If the ball is not returned by the end of the game that team will be charged $100 - $150. That fee must be paid prior to the start of the next game or that team will not be allowed to play.

   4. Jersey color rules:

  • Every team must report Jersey Color to the manager group chat and other team in the chat group one day before the gam day.

  • Goalie must wear different color jersey and wear glove.

  • All team players must sit down or where a different color shirt. 

   5. ​Schedule Policy:

  • The league schedule is fixed and cannot be changed.
    If a game or match week is canceled due to bad weather, field closures, or emergencies, it will be rescheduled to the end of the season.

2/Playing Rules:

Standard Dead Ball Distances for 7v7:​

  • Kick-offs to start the game, Kick-offs must wait for the Ref's whistle to be blown.

  • Kick-offs: Opponents must be outside the center circle (usually 8 yards in radius).

  • Every dead ball is an indirect kick (Exception: Penalty Kicks).

  • Free Kicks: 6-8 yards from the ball.

  • Corner Kicks: 6 yards from the arc.

  • Penalty Kicks: Defenders (other than the goalkeeper) must be outside the penalty area and 6-8 yards behind the penalty spot.

  • Penalty kicks are from the marker inside the goalie box. (For a 7v7 soccer field using a 7ft x 12ft goal frame, the penalty kick spot is typically placed: 8 - 10 yards (24 - 30 feet) from the goal line)

  • If the ball goes out on the sideline, it is an indirect kick from the spot it went out on the sideline and the ball must not rolling.

  • If the ball goes out on the end line, it is either a corner or a kick from the goalie.

  • Opponents must give 6 yards from a dead ball.

  • Kicking team has 6 seconds to make a dead ball live.

Goalkeeper Rules:

  • The goalie can bring the ball into his/her box and pick it up.

  • If the goalie picks up a pass back from their own team it is an indirect kick from where the pass occurred.

  • Goalie can drop-kick, sidewinder, or punt the ball.

  • Goalie cannot throw the ball directly into the opposing goal.

Fouls & Misconduct Rules:

  • No sliding or slide tackling; cannot play the ball from the ground (No Exception)

  • No shoulder checking: all players must make contact with the ball first, before any body contact is made.

  • If it is a goal scoring opportunity and you get fouled in the box, it is a PK on the line inside in the box (Direct Kick).

  • If you receive a yellow, you must sit out for the remainder of the half game, and your team must play down for (3) minutes. If the opposing team scores before the 3 minutes is up your teammate can come back in to play.​

  • If the goalkeeper receives the yellow, you can have a field player sit out for the goalkeeper in their place.

  • If a player receives a red card, and that player must sit out the remainder of the game and suspense 1 games, or the entire season (violent red); your team must play down a player for (5) minutes. If the opposing team scores before the 5 minutes is up your teammate can come back in to play.​

  • If you receive 3 yellow cards during the season you will receive 1 game suspension that must be completed the following game after receiving the third yellow card.

  • For every 4 fouls a team commits in a single half, one player from that team will be required to sit out and your team must play down for 3 minutes [If the opposing team scores before the 3 minutes is up your teammate can come back in to play].

  • The foul count will reset at halftime.

  • Unsportsmanlike behavior is considered a yellow card: yelling at opponents before shots/tackles, disrespectful to the ref and opponents, kicking the ball away on fouls, etc.

  • Free subbing. Play must stop for subs an must let the ref know. Players must come off the field before the new player steps onto the field.

    • A yellow card will be issued to the player stepping onto the field for the infraction.

    • Exception: Goalkeepers must report in to the official.

  • If you have too many players on the field, it is an indirect free kick where the player stepped onto the field.

Roster Rules:

  • Captains or players must check in jersey number before each match  to ensure the accurate record and eligibility for the playoffs.

  • You must forfeit if you have 4 or less players for the game. Your team can still play for fun with players from another team but the result won't count.

  • The Ref can wait up to 10 minutes before starting the game to wait for all teammates to arrive. After the 5 minutes, the Ref will start the clock and if players do not arrive within 5 minutes (10 minutes total) it is considered a forfeit.

  • League will play 7v7 including goal keepers; Teams may have no more than 12 players on their roster per match

  • There is no limit to the number of players a team can register. However, the Manager or Captain must inform the organizer and submit payment whenever a new player is added to the roster ($20 fee applies per player for their first game.)

  • Yellow Card: The player must leave the field for the rest of the half and can be substituted by another player after 3 minutes.

  • Red Card: The player must leave the field for the rest of the game and can be substituted by another player after 5 minutes. Additionally, the player will be suspended for 1 game.

  • 2 Yellow Cards = Red Card

Scoring Rules: Scoring will be based off

  1. ​Points - Total

  2. Goal difference - Total

  3. Goals Scored - Total

  4. Points - Direct matches

  5. Goal Difference - Direct matches

  6. Goal Scored - Direct matches

    ✨ Given to a standout player under age 23 who shows great playing style or is simply known for being a positive, respectful young teammate

  7. Souvenir Medal for Attendees
    🎖 All players and supporters who attend the closing ceremony will receive a souvenir medal as a thank-you for being part of the league.

2 / Payment & Refund Policy

Payment Policy:

  • League Dues: $20 per player (include the first game fee)

  • After First Game Fees: $10 per player per game

Refund Policy:

  • All payment are final

  • No refunds are made for injuries, red cards, or season drops.​

3 / Liability Release Consent and Waiver Policy

Liability Release Consent for Soccer Sport Participation at the Huntington Beach Sport Complex and Bolsa Soccer Group and Waiver MUST be signed in order to play!
